NEVADA DMV NOT ISSUING NON-DOMICILED CDLs

Decision stems from new finalized federal ruling

CARSON CITY – CARSON CITY – The Nevada Department of Motor Vehicles (DMV) will continue its decision not to issue or renew non-domiciled commercial driver’s licenses (CDLs) and commercial learner’s permits (CLPs), according to a new finalized ruling from the Federal Motor Carrier Safety Administration (FMCSA). businesses falsely claim to produce and supply individuals with Nevada driver’s licenses.

The ruling, issued on February 11 and effective 30 days after publication, establishes new federal eligibility standards for non-domiciled commercial IDs. Following prior FMCSA guidance, the DMV paused the issuance of non-domiciled CLPs and CDLs. In light of this final rule, the agency will maintain that suspension going forward.

“Nevada remains committed to safety and federal compliance,” said DMV Director Tonya Laney. “By continuing the department’s choice to stop non-domiciled issuance under the finalized rule, we are reinforcing credential integrity, protecting federal highway funding and aligning with national commercial licensing requirements.”

What this ruling means at the DMV:

  • No new non-domiciled CLPs or CDLs will be issued
  • No renewals, transfers, upgrades, reinstatements, or duplicates will be processed
  • Nevada will not issue credentials previously referred to as "limited-term" CDLs

The FMCSA clarified that states are not required to revoke properly issued credentials under prior rules. Existing credentials will remain valid until expiration, unless federal updates require a downgrade.
